I suppose it depends what you mean by "low"......

Explanation:

Vegetable oils in general have specific heats that are comparable with mineral oils. Typically in the region of 1.7 #(kJ)/(kg.K)#.

So compared to water, its lower for sure (around 40% of the value), but compared to things like metals, its much higher (about 16 x higher than iron or copper).
