Hawking Radiation occurs when a particle and its antiparticle are created on or near the event horizon. The particle will be admitted from the event horizon and the anti-particle will be sucked into the black hole thus destroying one particle of matter inside of the black hole and admitting one particle of Hawking Radiation. Keep in mind that everywhere in the universe the laws of physics are being bent, most of which is the creating and destruction of matter.
