I tried this:

The total of persons will be:

#28+18+4=50# persons.

the fraction of students is:

#28/50=# simplifying #14/25#

the fraction of parents is:

#18/50=# simplifying #9/25#

the fraction of teachers is:

#4/50=# simplifying #2/25#

If you add all them together:

#14/25+9/25+2/25=25/25=1# the entire amount.
