I'm having trouble reading the tables but see below for some ideas.

Explanation:

In 1940 the US was isolationist and its Military had just thinking about getting ready for World War 2.

In 1950 The Korean War had just started. The US had cut spending after World War 2 but had not rearmed for the Cold War. The US was not ready for the Korean War and used much left over supplies. Combat Rations were often dated from 1945 or earlier.

In 1960 the Cold War was in full swing and the US was readying for a world wide hot war with the Soviet Union. The US was present in Vietnam but it had not escalated.

In 1990 the Cold War was all but over the actual signing of agreements would happen in 1991. The Gulf War occurred in 1990/91, Saddam invaded Kuwait in August 1990.
