I think it was called Sudetenland.

Explanation:

This region, in northwestern Czechoslovakia, was inhabited by ethnic German.

This was probably due to the fact that many nations were "created" after World War I without many regards of the people living in them (and probably to "punish" the defeated nations). So you could have a completely new nation with part of it taken from, say, Austria or Germany, whose inhabitants weren't very happy of the situation at all.

On top of it, these "trapped" populations normally pleaded to their mother nation and complained about their unfair treatment inside the new nation giving people like Hitler a very good excuse to invade or annex part of a foreign country.
