In general, the atomic number of any element is characteristic of the number of protons in its nucleus.

Moreover, the number of protons in neutral atoms (e.g. not an ion) is equal to the number of electrons.

Thus, the atomic number is equal to the number electrons surrounding the nucleus of any atom.
