Both the Soviet Union and the United States started satellite programs at about the same time. Both quickly realized that in a very short time space could be used as a launch point for weapons.

In 1963 both countries sign a limited weapons test ban agreement. Then in 1968 the two countries signed a non-proliferation agreement.
