Balanced won't, unbalanced will.

Explanation:

A balanced force will have both the "push" and "pull" be equal in magnitude, I.E nothing will happen as they cancel out, but say a truck is moving down the road, the thrust from the engine pushes it forward more than air resistance can stop it, therefore an unbalanced force will affect velocity
