How do cells transport things in and out as needed by the cell?

Cells use Transport Proteins to transport everything the cell needs inside and outside.

Explanation:

The transport proteins control what comes in, but there is an entire transport system within the cell that determines what the transport protein will let into the cell.

I'd say through diffusion and osmosis.

Explanation:

Well, nutrients enter the cell through the cell membrane. That means that the cell also can transport proteins, ions, water, through the cell membrane.

Water is transported by a process called osmosis. Other nutrients are transported by diffusion and by passive and active transport, where the latter requires energy from the cell.
