The $\text{kilo}$ prefix denotes a ${10}^{3}$ multiplier. The term $\text{kilolitre}$ is not commonly used (well at least I have never used it) because $\text{1 kilolitre}$ $=$ $1000 \cdot L$ $=$ $1 \cdot {m}^{3}$.
