Separate the coefficients and the exponents and process them separately (then re-combine)

$\frac{8 \times {10}^{5}}{2 \times {10}^{-} 2}$
can be written as $\frac{8}{2} \times \frac{{10}^{5}}{{10}^{-} 2}$

$\frac{8}{2} = 4$

${10}^{5} / {10}^{- 2} = {10}^{5} \cdot {10}^{2} = {10}^{7}$

Recombining
$\frac{8 \times {10}^{5}}{2 \times {10}^{-} 2} = 4 \times {10}^{7}$
