In scientific notation, you look to the power the ten is being raised to, and move the decimal over left or right that amount of times. The left or right is dependent on the sign of the exponent. Positive is right, negative is left.

In this case, #5.5*10^-7#, the decimal in 5.5 would be moved left 7 times, resulting in .00000055
