$\log \sqrt{{x}^{4} y} = \frac{1}{2} \log \left({x}^{4} y\right)$
$= \frac{1}{2} \log {x}^{4} + \frac{1}{2} \log y$
$= \frac{4}{2} \log x + \frac{1}{2} \log y$
$= 2 \log x + \frac{1}{2} \log y$
