$h \left(x - 4\right) = {x}^{2} - 9 x + 20$
$h \left(x\right) = {x}^{2} - x$
For $h \left(x - 4\right)$ every $x$ is replaced by $\left(x - 4\right)$
So $h \left(x - 4\right) = {\left(x - 4\right)}^{2} - \left(x - 4\right)$
This is ${x}^{2} - 8 x + 16 - x + 4$
Or ${x}^{2} - 9 x + 20$
