We can rearrange to get:
$1 > \left\mid x + 3 \right\mid$

Since $\left\mid x + 3 \right\mid = \left\mid - x - 3 \right\mid$
$x + 3 < 1$
$x < - 2$

$- x - 3 < 1$
$x > - 4$
