$\frac{36 {x}^{2}}{30 {x}^{3}} = \frac{2 \times 3 \times 6 \times {x}^{2}}{2 \times 3 \times 5 \times {x}^{2} \times x}$

dividing out the common factors of $\left(2 \times 3 \times {x}^{2}\right)$ leaves

$\frac{6}{5 x}$
