You must use the order of operations, PEMDAS.

Innermost parentheses first.

$4 \left(30 - {\left(3 + 1\right)}^{2}\right)$

$4 \left(30 - {\left(4\right)}^{2}\right)$

Continue to working inside the parentheses but now target the exponents.

$4 \left(30 - 16\right)$

Continue inside the parentheses but now target the subtraction

$4 \left(14\right)$

This last step is implied multiplication
