Normally we would separate the 2 cases of the absolute expression immediately (that is $s < 0$ and $s \ge 0$ and solve independently for the 2 cases.

However, for this example we can simplify almost everything directly
$3 \left\mid s \right\mid - 2 \ge 7$
$\rightarrow 3 \left\mid s \right\mid \ge 9$
$\rightarrow \left\mid s \right\mid \ge 3$

and all that is left is to note that for this to be true:
$s \ge 3$
or
$s \le - 3$
