$x = - \frac{2}{5}$

The Abs value is always positive or 0, so

$\left\mid 5 x + 2 \right\mid \le 0 \iff \left\mid 5 x + 2 \right\mid = 0 \iff 5 x + 2 = 0 \iff x = - \frac{2}{5}$
