Here is the math that I did, in steps. To get rid of the fractions I multiplied the sides by their reciprocal's.

#1/3 (21-3x)=1/2(8-4x)#

#2(21-3x)=3(8-4x)#

#42-6x=24-12x#

#42=24-6x#

#18=-6x#

#-3=x#

#x=-3#
