Multiply each side by $\left(v + 4\right)$

$\frac{7}{2} - 4 \left(v + 4\right) = 3$

$- 4 v - 16 + \frac{7}{2} = 3$

$- 4 v = 16 - \frac{7}{2} + 3$

$- 4 v = \frac{31}{2}$

$v = - \frac{31}{8}$
