Solving by elimination.

Subtracting $2$ from $1$:

$- \textcolor{b l u e}{2 x} - y = + 8$

$6 y = 12$

$y = \frac{12}{6}$

Finding $x$ from equation $1$

$2 x + 7 y = 4$

$2 x + 14 = 4$
