The idea is to write the first non zero number mutiplied by a power of $10$.
To evaluate the power we move the point to the right to pass the first non zero and count the jumps to use the number of jumps as NEGATIVE power of $10$.
In our case we move: $8$ times the point to the right (passing the $2$) so our number becomes:
$2 \times {10}^{-} 8$
