There must be only ONE non-zero digit before the decimal point.

Move the decimal point from its position at the end of the number until it is after the 5, counting how many places you have moved. (Each is another power of 10)

Another approach in this case would be to read it in words as
50 million. 50 is #5 xx 10^1# and one million is #1 xx 10^6#
