You have to use the point-slope relationship:
$y - {y}_{0} = m \left(x - {x}_{0}\right)$
where:
$m$ is the slope
(${x}_{0} , {y}_{0}$) are the coordinates of your point.

So you get:
$y - \left(- 7\right) = \frac{8}{3} \left(x - \left(- 2\right)\right)$
$y + 7 = \left(\frac{8}{3}\right) x + \frac{16}{3}$
$y = \left(\frac{8}{3}\right) x - \frac{5}{3}$
