$\frac{- 4 x - 2}{\left(x - 4\right) \left(x - 7\right)} = \frac{A}{x - 4} + \frac{B}{x - 7} = A \left(x - 7\right) + B \left(x - 4\right) = A x - 7 A + B x - 4 B$
$- 4 = A + B , - 2 = - 7 A - 4 B \to A = 6 , B = - 10$
$\frac{- 4 x - 2}{\left(x - 4\right) \left(x - 7\right)} = \frac{6}{x - 4} - \frac{10}{x - 7}$
