Due to America being isolated before WWII when America decided to help its' allies it would cause great controversy.

Explanation:

Since America was isolated before WWII and wanted to stay out of the war as to not repeat WWI. When the Berlin airlift took place, it showed that America was willing to help other countries. As with the Marshall plan, was also a way for America to help other countries. NATO made it so an attack against one country was an attack against all.
