deflation is the removal of sand, silt and small rocks by wind erosion. As the wind carries material away from an area the low areas are created.

Explanation:

The desert has little rain and therefore few and scattered plants to hold the soil. The wind can pick up the sand and dirt carrying the material way causing the level of the surface desert to be lowered (deflation).

However the sand, and dirt is often accumulated in other areas creating areas of shifting sand dunes.
