Hess's law suggests that net energy change of a reaction is not affected by the route it takes, i.e energy content is constant- it only changes its form from heat energy to chemical energy, or vice versa.

Law of conservation of energy states energy can neither be destroyed nor created, it can only be transformed from one form to another. Thus, it also suggests that net energy content is constant.
