Well, magnesium carbonate is pretty insoluble stuff....

Explanation:

And so....

#MgSO_4(aq) + Na_2CO_3(aq) rarr MgCO_3(s)darr + Na_2SO_4(aq)#

Magnesium sulfate is relatively soluble....

And so the solid is separated from solution as #MgCO_3(s)#...

And this is then treated with #HCl(aq)# to give the chloride....

#MgCO_3(s) + 2HCl(aq) rarr MgCl_2(aq) + CO_2(g) uarr + H_2O(l)#

And of course to get reasonably dry #MgCl_2# be prepared for a bit of work....
