Moderate Republicans refused to achieve equality with African Americans but they believed in a strong federal government.

Explanation:

Lincoln was a moderate republican and therefore did not support the end of slavery nor the equality with the Black Race in his own works. However, people like Thaddeus Stevens and Sumner strongly favored equality. This opposition was a weak spot for Lincoln during his presidency, the Radicals were actually the heirs of what had been the "Free Soil Party" which had stood for the abolition of slavery.
