It depends how it is interpreted.

Explanation:

One could argue that it was to remove a brutal dictator, Manuel Noriega and promote democracy in the country.

However Noriega had been a key ally of the US for decades. Panama was an important base for the Americans in their support of right wing dictatorships in Central America to protect US interests. Noriega was protected by the CIA who gave him information on FBI patrols so his highly lucrative cocaine dealings were protected.

Noriega therefore was removed because he had become a liability.
