If small non-polar molecules were mixed with water, would it dissolve or not?

No non polar molecules will not dissolve in polar water.

Explanation:

A pure non polar substance will not dissolve in water.
If the particles are small enough like the fat molecules in milk the non polar molecules can form a suspension with water.

A suspension may look homogenous but shinning a light through the suspension will cause the light beam to diffuse showing that the particles have not dissolved into the water but are only suspended.
