Explanation:

A bases pair up with T bases and C bases pair up with G bases. Going in order from left to right, a T base needs to connect to the original A base, an A base needs to pair up to the original base, a G base needs to pair up to the original C base, etc, etc...
If you were to put the ATCCGTC under TAGGCAG, each base would connect to their corresponding base.
