To keep blood flowing to your extremities.

Explanation:

If your core body temperature begins to drop in extreme cold, blood flow to your extremities will be reduced to protect the core body temperature. The reduced blood flow will cause frostbite first your fingers, toes, and ears. Ultimately to your legs and arms will also be affected. Movement will exercise the muscles, increase the body metabolism, raise the body temperature and hopefully maintain adequate circulation to the extremities.
