If you have a list of titles and one of those titles has a comma in it, should you use semi-colons for list?

There is no need to use the semicolon. See explanation.

Explanation:

The quotation marks indicate the begining and ending of the title so comma in enough to sepparate list items.

Semicolon would be necessary if the list items were not put in quotation marks.

Example:

I visited those places in the USA: Chicago, Illinois; Phoenix, Arizona and Las Vegas,Nevada.

In this sentence you should use the semicolons because if you used commas it would not be clear if the list consists of 3 places (each described by 2 names: city and state) or 6 different places..
