(a). The charge is positive.
(b). Zero work done.
(c). Zero work done.

Explanation:

(a). The charge is positive, since potential decreases along the direction of electric field.
It means that the electric field lines of forces are originating from the particle, and so it must be positively charged.
(b). Work done in moving any charge in an equipotential surface is zero, which is the definition of the Equipotential Surface only.
