Yes it is a direct variation, because both variables are only to the first power, and setting either #xory# to #0# will set the other one to #0# as well.

Explanation:

In graph form this will be a straight line through the origin (0,0).
We can rewrite: #y=1/3x#

And there we have our constant factor. For every increase of #x# by one unit, #y# will increase by #1//3# unit.
