Yes cell body is a part of neuron.
Explanation:
The cell body otherwise called as perikaryon or soma or cyton is a spherical part of neuron.
It consists of nucleus. The soma consists of various organelles including Nissl Bodies which contain ribosomes and used fr protein synthesis.
