Say I'm moving parallel to someone else and we are both accelerating in the same direction at the same rate. Would he seem stationary to me? Could we tell we were accelerating?

At any given point in time, you would be moving at the same velocity so you are both stationary in your accelerating reference frame.
You can actually feel acceleration, as a force is pushing you along. The casual physicist would be able to get out his mass-spring system and evaluate the acceleration by measuring the extension in the spring along the direction of the acceleration vector
