When he was reading the news paper, the milkman rang the doorbell.

When part is a subordinate clause,
the milkman==it is an independent clause that needs a compulsory COMMA before starting it as it is a strong clause.

I need not to go there; he is enough.

here I need not===a strong I mean independent clause, later part he is===another strong part I mean independent clause and before it I can put a semicolon to make the next clause like an independent clause. Both clauses made the sentence like a compound sentence. And finally last part of the clause I put a FULL STOP ( period) to complete the sentence.
