For the two triangles `Delta AEB` and `Delta CED`, we have

1. `/_AEB = /_CED` - being vertically opposite
2. `/_BAE = /_EDC` - being angles in the same segment of a circle
3. `/_DCE = /_EBA`

So, the two triangles are similar

`(DE)/(EC) = (AE)/(BE)`

So

`DE = (AE)/(BE) times EC =7/4 times 8` cm = 14 cm

Note: This problem really has nothing to do with tangents!
