Personification.

Explanation:

Personification is the use of human verbs when describing objects that do not have the same certain abilities.

We see in the sentence a few examples:

"The evening breeze had sprung up...the cordage had begun to sing a little softly to itself and idle sails rattle to and fro."

A gust of wind can't 'spring'. This is how we know this is personification. Same goes for 'sing'. These human actions are called personification.
