A ratio is the fractional representation of two different numbers, defined by the order in which we want to describe them We want a ratio of (Occupied)/(Empty) seats, so we put the occupied seat value in the numerator and the empty seat value in the denominator.

Ratio = 17/11

The decimal form can be obtained by doing the division: 1.545 occupied seats per empty seat.
