Most likely the rocks fell from higher up; they were transported by geavity.

Explanation:

Gravity causes things to fall, and it acts the same way on objects of diffetent size leaving them unsorted.

In contrast, when wind or water carries things the air or water resistance acts more strongly on smaller objects which have more exposed surface per unit of volume. So finer objects are transported farther than coarser ones before finally settling. Also erosion by wind or water would tend to round the surfaces.
