Territorial expansion which went unchallenged.

Explanation:

Hitler's first move was to re-occupy the Rhineland in direct violation of the Treaty of Versailles. If the West had moved against him he did not have the resources to resist. However they did nothing.

The same was true in the annexation of Austria, the Sudetenland and then the rest of Czechoslovakia. The non-membership of the USA and the inability of the League to respond militarily reflected its inherent witnesses.
