Static electricity deals with charges or charged bodies at rest. They have properties as explained below.

1) All charges must be at rest.
2) Charges generate electric fields which do not change with time.
3) Under static conditions, even if there is force between different charges, the charges are held static due to unspecified forces and thus, there is no electric currents.
4) Charges do not form magnetic fields because electric fields produced due to them are constant and there is not electric currents.
