What does an vein have that and artery doesn't, and why is it so important?

Veins posseses Valves which prevent the backflow of blood in the veins , Artery lacks valves.
Blood flows with high pressure in the arteries hence they do not require presence of valves , but flow of blood in veins is quite slower than that in artery and to prevent the backflow of blood , valves are present.
