The Earth uses it.

Explanation:

When solar radiation is coming to Earth from the sun, some is reflected and some makes it through the clouds to become part of the solar budget. I'm not going to go into detail about what happens to this radiation because the picture below does a good job at generally showing what happens to the radiation.
