A grassroots movement is one that starts from the bottom from the common people rather than one started by the elite or politicians.

Explanation:

The word picture is that the movement comes up from the ground from the roots rather than from above.

Example would be the prohibition (bad idea), women's suffrage , and the abolitionists movements. The politicians were opposed to all of these movements and efforts were made to suppress them. The ideas caught the imagination of the common people and the movements became impossible to finally resist.
